"I have also had the site quoted by numerous web designers from an internet forum i was directed too and have been told numeroulsy that i heavily overpaid for this site. I justified this with the fact that i thought i had someone i could trust who maintain it and keeping me on the cutting edge of the industry and for this i would be willing to pay more."

If he agreed to it then he has to pay. It's not your job to inform him of what other people might charge for a completely different design.

i charged $25 an hour!!!! which is 50% off my rate of $50 an hour, (he is an friend... or someone i THOUGHT was my friend.

After I told him I would be taking his site down temporarly, until payment is made, he says this to me
"Now you are threatening my website and in turn my business, this is not a good idea derek i do not take threats kindly. I have only been reasonable with you if you take this step you will regret it derek."
