definitely bring it up at the meeting, and don't ever consider, or mention, bringing in your own stuff. If your boss has hired you as a full time designer he obviously has an interest in having a decent capacity for design in his company, and probably doesn't have the vaguest idea that the equipment he currently has isn't any good. Tell him exactly what you need and explain why, if he thinks you can turn round work in half the time with decent hardware he'll realise that it makes business sense. Start as you mean to go on and don't be scared to be up front and to the point, if he's a good boss he'll respect you for it and if he's not then it's probably not worth working there anyway.

I just started a new job and I asked for what I needed, depending on your experinece it will look good if you tell them that I need this software a computer with these specs. You need to get the job done for them.

its tools like any other industri, a carpenter would quit any sec. if he did get the right saw and hammer etc.

Take pictures of your boss and threaten to blackmail him if they don't upgrade your equiptment. If that doesnt work, get his wife involved.

If you are the design team then I suggest you ask for the appropriate tech. to work with also get them to give you a monkey (the animal not the money equivilent)
