    definitely bring it up at the meeting, and don't ever consider, or mention, bringing in your own stuff. If your boss has hired you as a full time designer he obviously has an interest in having a decent capacity for design in his company, and probably doesn't have the vaguest idea that the equipment he currently has isn't any good. Tell him exactly what you need and explain why, if he thinks you can turn round work in half the time with decent hardware he'll realise that it makes business sense. Start as you mean to go on and don't be scared to be up front and to the point, if he's a good boss he'll respect you for it and if he's not then it's probably not worth working there anyway.
