see what they know and what their attitude is.
if they know a long of shit, and their attitude isn't there as far as loyalty to the work and the workplace, don't pay him as much.
but if he's got ace work, you know he can handle anything you throw at him, and even if he doesn't he'll get it done. then you should pay him every cent he's worth. don't discourage someone with money. it means nothing to a design who loves what he does and just wants to get paid accordingly.

hmmm not bad, someone should bite.
remember when hiring that attitude is everything. yeah you need to make sure he knows PS, and Illustrator, html, javascript, typography and all that stuff...but if this guy isn't 100% commited to his craft then all the above won't count as much.
