Best thing you can do is just start in. You learn as you go. Start acrylic then move towards oil. i enjoy oil alot more for glazing and such. Acrylic just dries too fast.
Get some large flats and some small rounds to start. As you work you'll find out what your favorites are.
Get the base colors and start experimenting. Don't take it too seriously or you'll end up with junk.

oh, and remember you can paint oil over acrylic but not acrylic over oil... it just won't stick.
and use panels, preferably real wood, canvas is dead.

masonite is cheap as hell, and you can get it at any hardware store.

no problem floater. I also suggest gessoing with black. It's more expensive, but all the masters started with dark.
Work dark to light. So the last time you touch your piece should be the brightest spot.

i've done one painting with acrylics and i wasn't stoked how it came out. i did another one with posca pens and i love it.
i guess i just need to get the technique down.

Technique will follow dude, it starts to develope as you realize what works for you or not. Just start laying it down. And fer sure don't be afraid of mistakes.... sometimes those turn out to be the best part of the piece.
