sorry to hear bizzy...I had a similar situation and what I would suggest is every time he plays the friend card you play the business card.
Be honest with him and just say that as a rule with anybody you do business with, friend or not, you need to have a contract. It's not about friends, it's about business.
Hell, you could even play the friend card back at him. You could say, since you're a friend I wouldn't mind setting up a payment plan (if you're willing to do that).
Just some ideas. I fucking hate it when people are disrespectful like that, especially when it comes to your time and efforts.

oh, and I wouldn't mention anything about taking the site down. If he doesn't pay or start paying, then take it down when you feel it's appropriate.
Whatever you do, cover your own ass, 'cause he obviously won't.

In the edn it's up to you to decided how good o a friend he is. I was in similar situation once (i was the one who owned the money). I was so broke and really couldn't pay. I told my friend that times are tough, but i'll be able to pay for sure when i get the money in 2 months. He said Ok. And i did pay him in 2 months. If he's a really good friend (only you can judge that( he will pay. Othervise he's just one of the people that come and go... Meaning he's not a friend so you shouldn't feel bad treating him like a business person.

hang in there bro. don't get too worked up until you know for sure you are getting worked over. you can take the site down and put up a page explaining exactly why the site is down. people panic when you put there dirty laundry out for all to see.

... great ideas all around -- once again I've been 'avoided' today. He's not answering my phone calls ... but oddly enough has time to screw around on the old IM and send me stupid messages that he thinks are funny -- again... the 'friend card' from his corner.
I'll keep ya'll posted and let you know what I decide to do and if it works -- then ya'll can learn from my mistake.
