  Are you developing an HTML version too? If you are, then MX is a no-brainer. At the very least, you'll have a more optmized swf. It seems you're not using video, so, MX may not be all that necessary, if you aren't doing an HTML alternative.

  Don't worry about loading jpegs dynamically. You already got advice about putting them in swfs and using loadMovie. That's why macromedia is fazing out Generator. It just isn't necessary most of the time.

  What kind of consumer site is it? That has a direct bearing on your target audience and how tech/hip they are.

  Either way, you're using Flash, so it'll be a great project to work on. Good luck with it.
