Do you want to learn SQL the language or the DBMS?
If you don't know SQL, I recommend getting a really basic SQL book and going from there.
Install SQL Server, and start playing with it. I think M$ has an evaluation somewhere (or just scheme a copy off of your IT dept).
The SQL Server 2000 is pretty intelligent, so it almost takes care of itself once set up properly. Concentrate on design/development. I'm a DBA, and I spent most of my time on that. Besides dealing with the occasional crisis, administration duties usually aren't enough to take up all of your time.
That's how I learned.
