Sounds like a lot of work just to figure out how much work is involved. Ask them to hire you on as a consultant to scope out the project and give them a report on what is involved, and what it would cost you to do the work. They can get a comparable from someone else to do their due diligence, and you'll be ahead of the game in already understanding the project well.
