If you friend is a journalist and he/she is planning on reporting completely falsified information and passing it off as true there may be repercussions from the world of journalism but unless there is something slanderous or damage causing to an individual or company one would think they would be ok.
People falsify shit everyday and get away with it. Governments, corporations etc but they know how to get away with it.
Legal counsel is the way to go.
