I want to know if it is illegal in the US to create fake UFO sightings videos.

your friends needs legal counsel, it´s probably a tricky case, depends very much on the specifics, there are a whole lot of regulations regarding fake UFO sightings videos, different from state to state. this is going to be expensive.

Look around at some conspiracy theory sites. They claim all kinds of crazy shit, and I don't see any of them going to jail. There's no law against bullshitting, so far as I know.
