yes, you need well coded pages, but thats just the beginning...
your site needs to be 'silo'ed'... google silo website. its *how* you structure the site with the keywords... theres a specific way....
then you need incoming links using specific anchor text you wanna rank for.
quality incoming links are by far the biggest thing.
