as i scroll through this thread.... i have a nice garlic press, and an herb/garlic mincing knife as well as a mortar and pestle (i like bruising/crushing herbs/spices).... but for my time/money/quality - a sharp knife minces best - typically something like this...
but to get back on point - put nice extra virgin olive oil in to a warm pan then heat to full temp.
