advertising is key... get a yellow pages add first thing you do.
then go to your local chamber of commerce and hit them up for all the new businesses that registered lately, send them all promo packages, or give them a call... their budgets may be small, but they're in need of services.
from there, get creative, shake a lot of hands, give out your business card to EVERYBODY (unless you're fall-down drunk, then keep them safely hidden).
