Call any respectable agency and ask them what they would charge for a site like that. Many agencies won't touch work under 30-40K or so, and that's going low.
A single freelance person would be different. However I think it's disrespectful to the design profession to declare a 15 years old kid could do it. They could make the images, the could do the visuals... but that's not what people pay agencies for... or I would never do that. Waste of my money.
Please don't think I believe the site is amazing, I think there are plenty of faults, but it fits their brand identity.
