  make sure any elements you use are movieclips and not graphics.

  if you hav duplicate instances of a graphic it takes up 2x the size of said graphic...whereas if you use a moviclip and have several instances it will only load it once.

  also you may need to change the compression setting on the png pic. double click in library, and change there. keep lowering the quality until it fits within file size. warning: most likely it will look like shit...but it is a banner after all so...meh

  also another trick that sometimes works is save the image out of photoshop at like half (or whatever doesn't look too terrible) the size you need it and then enlarge it by 200% (or whatever you need it) in flash...may help
