I generally feel that a *web designer* should know html and css enough to construct the page, only cause that's what the web is.

But I would like to know what others feel about this?

I know some designers who cannot do anything but illustrator and photoshop mockups...

I try to do both the design and programming, but I definitely spend more time doing design and outsource the dev if needed.

I totally agree, I've suffered from misunderstandings in a couple of recent interviews where they've asked about my "programming skills" and I've considered "programming skills " to be php/.net/etc etc rather than html/css.

I think a web designer should certainly be able to build the front end of whatever they've designed.
