I always design for 800x600 (max width 760px).
If you do step it up to 1024 make sure to keep all essential content to the left. Check out sites like espn.com for a perfect example of this.
I personally hate liquid/fluid layouts. They're a bitch to code and I don't think there will be good enough cross-browser support to make me change my mind for at least a few more years. But then again..what do I know...
