What you have described is what you find at most large agencies. Unless they have an innovative management structure (i.e. Ideo, St Lukes) or even a strong creative leader, to fight back the bureaucracy, it will always be much of the same. Large nasty clients like to go to large nasty agencies. You might find yourself happier at a boutique studio.
Try going on informational interviews or even talking to people at events like AIGA receptions. I've had lots of success cold calling studios (even offers) but I always lacked in the schmoozing department.
