Something like DIscourse would be a great start. Dead simple and clean.
Open source and easy to customise too.
It's, IMO, the cleanest and most modern discussion software around.
A lot of the software I use uses Discourse for it's discussions.

Not sure who is the strongest backend dev here or what they prefer. I would prefer using some type of Framework, I have mainly worked in PHP and ExpressionEngine takes care of a lot of things what we wouldn't have to build....but please not from scratch.
I like documentation. :D
