In Venezuela who's population is multiethnic (black,white, and mixed) last year there was a homicide rate of to 90 per 100,000. (30,000 people died to gun violence). Thugs roam the streets at night. People lock themselves in their house once the sun goes down. There is no nightlife to speak of. Police can't do anything about it.
This happend when president Hugo Chavez took over. And it was deliberate move on his part to stick it to the middle class (mainly white).
Be happy our police department doesn't have the same agenda and it's safe to walk the streets at night.
