I used to work for someone who was a bit like this... but we did usually get paid on time... but he was very much in his own world and you could never trust him.
I'd prep a resume and start looking for other jobs. Get others from the office to go with you. If they're cool, they're probably fed up as well!

I spoke to my production manager (good guy) today, he let me know bout how the boss (bad guy) was on friday, the day I didnt come in...
this time apparently it was a genuine mistake, the good guy assured me he sat with him (bad guy) while he contacted the bank.
even though still I've been paid 1-10 days late every pay time since the start of 08. I talked to him numerous times and he almost laughed it off and actually said to me, 'I made a boo boo' I felt like hitting him in the face...anyway my friend (good guy) told me that the boss (bad guy) was really unhappy that I just didnt come in to work and that I shouldve called him to talk to him about it earlier to sort it out etc.
I STILL havent been paid, I was going to not going in until I was but Im thinking of going in tomorrow to try do the right thing and chat? I'm pretty certain that I'll be leaving, already started applying elsewhere and stuff, I got a feeling that he might just get rid of me cause of this - in his mind I didnt come in for no reason, in his mind the pay problem doesnt exist.

I would've left after 2 months of that happening. I know others would leave sooner, but there could be other issues going on there. Plus, in the government, it takes like 2-3 for HR to get their stuff together and send a paycheck my way. But that's only for the first one. It obviously shouldn't happen over and over again.

The way you describe your boss' erratic behavior and the fact that employees and vendors can't be paid on time consistently indicates a major problem and you should be concerned. I recommend you start looking for other opportunities. Good luck.

Well...I just was in my boss' office - he apologised for the 'mistake' again and then began to tell me about how it was unacceptable for me to have not come in and went on about how I'm not working well and that I just sit there and push things around on screen and other general abuse about me/my work.
I didnt fire back because I know how impressed our clients have been and how well the projects have done...it really wasn't worth the arguement. (still it was hard to hear after all the work/time I've put in)
So just as I thought, he eventually came to saying that he's giving me 2 weeks notice...

step 1: prepare your exit strategy... that is, make sure your CV and portfolio is completely ready and hot to be send out to other companies.
step 2: start checking vacancies
step 3: shortlist your opportunities and start contacting possible new employers. Needless to say you won't tell this to anyone except your mum and partner.
step 4: now, and only now start discussing with your other colleagues to confront unitedly the management.
step 5: prepare yourself for the fact that most of your great colleagues and seemingly friends will hang you out to dry to do the dirty work for them: be the cannon fodder that will force the management to actually pay everyone... you ofcourse will possibly be sacked.
step 6: in another world, you would succeed, you would be paid again and live happily ever after wrking at the dream company.
however, it is likely that nothing will change and you will need to find new employment, but at least you have a headstart.

I got seriously screwed over like that once. I don't remember how I did it because I got pretty mad, but I went back there with 2 cops twice and that's how I got all my money minus like 500$ + I was a total bitch, never gave him back the keys nor the keycard.

UPDATE!
So, this is my last week here - my boss has signed an agreement saying he is paying me amount owing, I only sent out my CV/Folio last friday and I've already been to one interview and have got 3 others this week at places that are offering nearly double my pay here so that's good but then on the weekend the production manager called me saying he was chatting to the boss and telling him he doesnt want me to leave and they concluded that they would ask me if if I would stay.
The production guy was telling me about how things would be different because he is going to work with the boss to restructure things so that people are treated properly etc.
I'm really tempted to stay - I think if they offer me more dollars and show me what changes would be made in the running of things...I might stay....
The reason is the jobs we work on here are really good and like I've said before the place is cool - I feel like those people in relationships who can't leave because they keep wanting to believe things will change! hahaha
