How do you do this in after effects?

  I presume you need to do this in AE, but ifnot, you could use one of the sources for these sort of things, eg. https://www.gapminder.org/tools/… and then screen capture?

  there's another oen - the one your example is based off - but I'll be damned if I can recall what it is.

  I'm going to skip over any possible data source for these numbers or vertical order of the bars.

  For the numbers. Put an expression in the source of each text layer. random(minimumNumber, maximumNumber);

  For the width of the bars, use a wiggle expression.
