Just looks like blurred text to me, but only on the left, so theres another layer with the text and a layer mask on it.

It looks like a video still and the background is as blurry as the type. Try a simple blur on the whole image.

Looks like Lens fringe tints that you remove in image processing. Slightly more than a blur. Perhaps some sort of blurry offset overlay or something.

be careful not to overdo it. it looks best when very subtle

I think on your sample image they actually stretched the offset image instead of shifting it, causing the fringe/abberation to be more severe on one end. Subtle.
