Free images for clients

At my company we have templates that we give to people so that they don't bother the design studio for stupid little posters and presentations. This is good, keeps us busy with the creative bigger stuff.
Problem is, they are always completely bland and could really do with some images. Though not a snowball's are they going to go through the budget approval process or fork out of their own pocket just to get some images to spice it up a little.
They keep bothering us for a better image library, and I'm really keen to help them out!
Any ideas? A library of about 100 really dated images will be about £200k which is fucking ridiculous. So I'm trying to find free image libraries where bedroom photographers upload their shitty images and people can have them for free.
And yes "blah blah creative people being ripped off blah blah" I'm not talking about robbing professional photographers, I'm talking about picking up the scraps that no one would pay for anyway, and taking photos from people that don't need the money.
Any suggestions for sites that don't require you to contact the uploader and wait 2 months for a reply?

iStockPhoto and Shutterstock are pretty damn cheap. $10/pic or so. I think they can swing that.
