Here is an example of something close to what I am looking for. Particularly the 3D panning and background image overlay. Does anyone know what this technique is called? Is there code out there available for this?

And here's an example of when hovering over a thumbnail, the background pans and shifts. There's a slight lag from when you initially hover over the thumbnail.

Sorry for my snark. I watched a company I used to work for tout this type of thing as a "unique interactive feature" in some writeup for an award submission they got in 2013. It still annoys me. I don't like fluff.
