I want to take a dive into UI design.

get shit hot at photoshop. Learn all the shortcuts is a good way at getting confident with the software.

Find a project to work on. Build something. Be honest with yourself about what works and what doesn't. Fix the stuff that doesn't work. Keep practicing.
Although reading is always beneficial, I know no better way to learn, than to just build things, make mistakes, and learn from them.

What is the background of UI Designers? What do they know?
Outside Photoshop, is there anything else? Not necessarily software related.

Forget Photoshop. In a responsive environment, it's useless. (Aside from when you need to touch up images.)
Illustrator (using artboards and layer sets) is more flexible. Alternately, there's Sketch.
