I’ve got a website that I’ve paid for hosting for a few years now, more or less just sitting there, and the client has requested transfer of the hosting/domain/etc. They don’t owe for this project (it was paid for), but owe for ones from years ago.
Thoughts?

Just like the DMV, until you pay all your tickets you won't be able to register your car. In other words, until all outstanding bills needs to be paid before anything happens.

Yeah, I agree. A delinquent client / account gets no service. Plus fee for admin time to transfer and the domain itself... paid in full before domain is released.

Did they pay in full for this project recently or did they pay for this and not pay for the other project after?
If they paid in full for this project, that's a tough choice.

I recently was informed by a programmer that I owed them money, so I asked them to integrate the few hours into a new project. That was fine for them.
The only difference is... will this client give you more work in the future?
Regardless though, I think they should pay up before you "give" them anything.
