General follow-up?

If you send a Resume and Cover Letter to a company / agency, is it inappropriate to follow up? Is this a case where you might follow up every couple of months?
For example, an agency has an email for Resumes on their website. My cover letter states I'm looking for full time, part time, or freelance opportunities. I sent a nice letter and portfolio pdf, but didn't hear back and can only assume they aren't even hiring right now.

The good practice is to send a package with white powder in it, as a token of apprecieation.

it's fine to follow up in a week and ask if they received everything and if they have any questions.
hounding them won't help. you could ask them when it would be best to follow up with them further down the line if their status changes or as your portfolio/history evolves. and then start to ninja them on social media.

The follow up itself can either be inappropriate or proper. If you're gonna follow up, best make it a proper one, don't ya think?

If you are a creative then I'm sure you could think of something that would grab someones attention along with some appropriate and clever copy.
