I have a webpage layout that needs to be converted to be responsive, only problem it has a Flash animation in the header. Is there a way to "scale down" a Flash movie with media queries?

the reason you use responsive design is that you make the page adjusted for mobile devices. As you probably know Flash is not supported on mobile devices.

How in the fucking fuck do you add a .swf file to a web page in Dreamweaver CC now? Insert > Media etc. has disappeared completely. Google is no help!

Yes this can be done – if you want to scale up for larger screens. See above about flash not working on phones :)

Use media queries to scale the div the swf is in. Then scale your swf accordingly on stage resize.
