So, I know NY and SF are up there, but what other US cities are busy right now with good agencies, good work, etc. Chicago? Denver? Austin?

San Francisco/Bay Area isn't saturated if you want to work in tech. I'm contacted by recruiters almost constantly. Agencies – not sure. I doubt many agency salaries are high enough to live comfortably in the city, as rent is ridiculous. I could be wrong though, haven't worked at an agency out here.

Everyone is a graphic designer in Portland.
Handful of agencies that are worth hiring on to, but can be quite profitable for freelance work.

heard good things about austin. i live in nyc and can say no other city can compete, imho.

Good shops in Portland (design, retail, advertising)... Worked for most on this and that in various roles:
Cinco (solid), Nemo (solid), Nike (amazing, if you know the right people and can get plugged in), Adidas (cheap and sucks! joking! sorta), Peet Kegler (amazing and whacky), W+K (speaks for itself if you have the talent and energy to work all day and night)... Razorfish (partially owned by Microsoft in more ways that one - mixed reviews)... Mutt, The Great Society, North (ad agencies I like).... Instrument (amazing retail design)... Sandstrom (design), Zibba (industrial design)... The list goes on - oversaturated market, some of these companies can hire whoever the fuck they want from wherever so you probably won't even have a chance unless you know someone, make something absolutely amazing, or related to Phil Knight.

i think you should add work + living on the board before making a move.
NY is great work wise, but hell. you will live in a closet space or with others. unless you get super lucky get well paid.
