I used to live in Venice and see them all the time at Whole Foods, they're just people, leave them be, most people do, then occasionally there is the one weirdo who wants to be a fan and say something.
I'm friends with a fairly popular girl on a soap opera, I brought along a friend from KS when eating out in Venice one night and my friend could barely contain her shit and kept texting people she knew.
I ended up taking her phone away until after dinner. she understood.

It depends. I ran into Quentin Tarantino outside of a bar in LA. And I went up to him, shook his hand and expressed my admiration to him. He was thankful and appreciative with me, but he was a bit upset at the 2 paparazzi that were next to me snapping photos of him and his 2 ladies.
( I had a DSLR hanging of my neck, but was too excited to remember to snap a shot, later on I heard the paparazzi talking about me and one said something like, is this guy new? he didn't even take a single photo)
