That looks like NJ across the Hudson River from Manhattan.
And if that's a ferry station, then the shot was probably taken from between Hell's Kitchen and the Upper West Side.

randommail is right in my opinion but I believe it's a bit more north, parallel to 116th street. Those lights on the other side could be an edgewater nj driving range plotted here on the map http://bit.ly/18YOW9R

I'm actually 99% certain that's where that is. I used to work in Weehawken and took that road often. Those lights are the double decker driving range, behind that are new condos that were built (empty lot on the dated map photo) and to the right you can see the large rounded white fuel thing.
