I insert text into single celled tables then adjust the margins and stroke weight accordingly to achieve this.

How do I shrink the box to fit the text perfectly without manually adjusting? When I hit OPTION+CMD+C it only fits the top and bottom of the text box.

There's a button on the top menu bar that does just that.

you can also add a paragraph rule above (white) and another below (black) bigger than the other (above) and make them the size you want. This way you can also adjust the spacing it affects after and before the text.
P.S Choose to stick to text instead of column.

^^That works, and it does resize when you type.
But the whole above/below thing is so confusing. Should definitely be the other way around.
One of those unnecessarily complicated things in Adobe applications - Illustrator is full of them.

Uhm.
Apply a stroke to the text-box (not the type).
Set paragraph justification, Indent, or Add Inset spacing to achieve desired effect.
