Country Club Prisons?

I was watching a show called "American Greed" about Bernie Madoff.
Apparently he was sent to a "reward prison" called Butner in North Carolina. The prison has pool tables, good healthcare, state of the art gym, salad bar, TV rooms, movie nights and more.
They made it sound like camp (without criticizing it).
How is this possible? He and the other criminals are living better than poor people.

I watched the same show last night, right after another show about mob money. Pool tables, cushy mattresses, bocci ball, tv, volleyball, etc. Shit, it sounded like a day care or a resort.
Was interesting to switch between that and the fiscal cliff house vote.
