Because some "parents" who were adopting Russian children ruined it for many other legit folks who want to parent children. There's been a bunch of Russian adoption murders over the years I believe (crazy shit). I don't blame them.

" That agreement called for heightened oversight in response to several high-profile cases of abuse and deaths of adopted Russian children in the United States. "
-
" A number of cases involving the abuse or even deaths of adopted Russian children in recent years have generated publicity and outrage in Russia, including a case in which a 7-year-old boy was sent on a flight back to Russia alone by his adoptive mother in Tennessee. "
Now what is that all about? Kind of really messed up. And the part about denying property rights... Doesn't Mexico already do that to the USA to some degree?
So he's uh... Putin his foot down?

There was a woman in Tennessee ( I think it was ) who adopted a child from Russia, found the kid to be too much for her, and "returned" the child back to Russia... like she might return a toaster oven from Wal-Mart.. so that might discourage the Russians...

So one woman's mistake and a whole cuntry of 300 million gets blamed? Doesn't seem very fair

it may have something to do with history

Hey young designer, it was the mounting number of cases of child neglects murder and abuse that led to the decision, also the article you posted suggest it was a bloody nose for introducing a law which punished Russians for human rights violations. Putin simply banned adoption to stop the same happening to Russian children at the hands of Americans. It's tit for tat and its the article you posted, you know the answer you read the article.

Why anyone thinks it's in the least related to any child's "welbeing" is beyond me. It's part of the sanctions game provoked by Obama administration with the Magnistky Act, flavoured with Putin's cruel sense of irony.
- Obama's act really hurts thieving rich Russians. Their no adoption response is a joke.Pupsipu

When you paint the pictures: foreign influences undermine our country (and our children!!!) then next time something politically wrong goes on in your county you can pull the same car. Mass protest against Poutin? - the foreign interests (the same one destroying future of our children!!!) are organizing it! And the simple folk on the street is less likely to support the protest. Kinda similar in the west to calling everyone that does something against the gov't "terrorist".
Political action is NEVER inspired by welfare of individuals. EVER.
