Is it possible to take a .pdf and outline all the type on one page, without having font?
I don't want to edit any of the type, just use it for another purpose.

just open the page within illustrator and select all the font you want to convert then "create outlines" then save as.. and you're done

try opening it in illustrator. if it wasn't flattened upon export of the original pdf, it should work. then just expand text in illo

When I open the file, it's missing the fonts.

The PDF has the font embedded, but if you try to open in Illustrator it won't install the font, so the answer is no. Without the font you can't outline it.
