here are the specs from a billboard company.
For a 10’ x 30’ billboard your file would be 5.333”h x 15.333”w @ 300dpi

I'd do a mockup of how the final A/W will appear when @ 100% scale.
It will be an utter abortion.
But rather than simply give them a technical reason that may baffle them and appear negative (I'm guessing they don't understand repro at all if they're supplying 9x12" assets for a banner) educate them about the how's and why's, supply them with a visual and see if they can get hold of higher-res assets.

so I have to take artwork that was originally created for a 9" x 12" capital campaign folder and upsize it to a 10' x 10' banner.
I have done billboards and vehicle wraps where the are was created for that ultimate pupose, but not had to try and upsize existing artwork
Any best practices.....besides telling them to go screw?
