I'd do a mockup of how the final A/W will appear when @ 100% scale.
It will be an utter abortion.
But rather than simply give them a technical reason that may baffle them and appear negative (I'm guessing they don't understand repro at all if they're supplying 9x12" assets for a banner) educate them about the how's and why's, supply them with a visual and see if they can get hold of higher-res assets.
