After 307 days I'd be taking her to small claims court. That amount of time is pretty excessive. Stop being a pussy and be firm about it. Sound like she's just calling to keep you pacified.
Create some legal-looking papers and scare her into paying you. Make that shit look official. Put your county's seal at the top of it.

Her intentions don't sound good based on what she said.
"Hand over login... and I'll pay". Who talks like that? Seriously Flakey client.
Tell her that's not how it's done. She should pay first and then you hand her the login. You're the one who needs to protect yourself here. The site is done, right? She already knows you worked on it and finished it. If you hand everything over to her, how do you know she'll ever pay you??

I don't want to keep working with her. I want to get paid and cover whatever minimal edits remain to make it clean. But I'd settle for just getting paid.

I personally wouldn't have sat on the issue for 308 days. I discovered it after inheriting accounts from a former partner recently.
Firm demands sent. We'll see how it turns out. I've got a weak case in claims court, so hopefully a scare is enough.

She maybe wants access so that she can get her 12yo nephew to download the site and finish it off in Word so she doesn't have to pay you. //
Get half payment from her (at least) before giving her access.
Then get the remainder when she wants to put it live.If YOU owed this amount to ANY company for this time they'd have had you in court already. Get on the case man!

Definitely time to put your foot down on the delinquent client.
Letting this kind of thing slide hurts all freelancers, not just yourself.
