Get half payment from her (at least) before giving her access.
Then get the remainder when she wants to put it live.If YOU owed this amount to ANY company for this time they'd have had you in court already. Get on the case man!

After 307 days I'd be taking her to small claims court. That amount of time is pretty excessive. Stop being a pussy and be firm about it. Sound like she's just calling to keep you pacified.
Create some legal-looking papers and scare her into paying you. Make that shit look official. Put your county's seal at the top of it.

Yeah, she needs to pay first. How much access does she have to the work for final edits? Simply let her know you can accept it in two payments and she will receive the password after she pays her first payment (half)

I have a client with a $2600 invoice 307 days overdue. Project was launched over 1 year ago. She occasionally writes me, interested in addressing some final edits, then falls off the face of the earth.
How much of this invoice would you insist she pay down before work resumes? How would you present it to her?
