You can create an irregular shape in a 3d program. Apply the text/art as a texture and voilà. Make take some fooling around with the camera angle and lighting to get what you want but it's in there somewhere.

In Illustrator:
1. Make type block, then outline type.
2. Draw flag shape. Make sure it is top most object.
3. Go to "object" menu down to "envelope distort" and select "Make with top oblect."You'll need to experiment to get the shape the way you want it.

Or you could do it the real way...
1. make type
2. print out
3. fold paper.
4. scan or take a photo
5. increase contrast all the wayYou could also photocopy instead of scan, and then scan your photocopy for some added goodness and radder edges
