Exactly, works like moving any other layer inside a folder set or not. You have full control over where to place it. If you keep your folder closed, it'll default to the bottom.

have destination folder open? then drag and place in the stacking order as you wish? (i don't have ps open at the moment)

you can use menu layers->arrange->bring to front (or the shortcut) to do it fast.

1st... Tried googling but to no avail....
Does anyone know if its possible to change the stacking order when I grab layers and drop them into folders? Right now the default action is that they appear at the bottom of the folder, instead of the top. I've always found this annoying.
Told you it was dumb.
