Artwork commissioned for licensing question

If a company wants to commission an artwork (for say, a greeting card) which they will license for around 3 years, do they also pay for the time it takes to create it or just the license fee?
Has anyone been in this situation?

In the P.O. it should read in four(4) parts.
1) Description of Job
2) Creative - Design, Develop, Production: $$$$ Fee
3) License Rights* (in your case 3yrs): $$$$ Fee
4) Disclaimer for further usage beyond said agreed time* Also, within 3) License Rights*.....it would be wise to mention, the target (b2b vs. Consumer), Domestic/International distribution and QTY of the Print run. Those guidelines should determine the price and protect you.

It's going through an agent but they never mentioned anything about a development fee so will have to get in touch with them...

The contract should protect you in all phases of design (concept thru print) - meaning that if you DEVELOP a 'snowman', 'red ribbons' or say a 'holiday flower' (digital assets, yes?) How is it allowed to be used across other mediums such as their website, invites or banners to promote the same event, and/or for the same price?
