I need to create a bad video signal effect in photoshop...Any actions out there or good tutorials?

AE has an inbuilt one iirc. Can't remember outs name.

If you want that same effect in the video, what you need to do is open the JPG in text edit and take or change some of the scribbles in there.
and open it again in PS or browser to see how it looks.

Open the modified JPG in PS and copy and paste to new PSD. Sometimes, I find, if you make a file straight from that JPG, it sometimes screws up the file.
I find, best safe way is to take a screen shot (if its small enough with 73dpi) and use it.

pixel bender filters would help achieve this in AE if you're doing image level manipulation.

how about looking for images of white noise or bad signal tv and then overlaying it w your image?

just do what JSK said, it's the easiest and quickest way to get this effect.
*goes and breaks some jpg code lines...
