The guy in the building (Parliament) outed his name because Ryan Giggs was attempting to sue the said Twitter user, despite that person not being a member of the press which these super injunctions are aimed at.
If he hadn't simply brought out the name, the said user would have been found and sued in secret.

I am of the opinion these sort of high profile privacy cases are intentionally trying to shake up the laws and publicise legal issues related to social media.
