  looking for a way to generade ads dynamically, in different sizes, where logo, footer text etc is placed relative to predefined template.

  Should be a web service for this somewhere in cyberspace?

  I read this as "grenade ads dynamically" and was picturing banner ads exploding all over my favorite websites without any rhyme or reason.

  but your answer is "junior designer or intern" to do the grunt work of resizing based on your original template.
