Ive been asked to reverse engineer something along the line of the pics on this blog

I cant figure how theyve managed to keep the quality so high and the file size down. Or are they making use of the new roto tools in AE? Im stumped

Whatever, you'd mask out all the data from the source material that you didn't want to draw attention to, so the gif animation data only consists of those few whisps, cycling forever.

Looks like these have been filmed rather than photos so the movement you are saying is real and not faked.
Then, like Detritus said, theyve just used the areas that are moving and the rest will be the same graphic. This will mean minimal changes per frame.Great link, some of those gifs are very spooky!

yeah, these were definitely made the way that detritus mentioned. the women's faces and other elements aren't moving... really well done.

Down side of any of this is that you are limited to 256 colors and file size is too big. It also take more toll on your processor vs video.

probably a jpg in the background+masked vid on top layer
