I just use a crappy logitech 3.1 system and it sounds ace right here at my desk. I've had people enquire what my speakers are beforehand, seemingly impressed by the bass.

I was also going to suggest the M-Audio - good value for the money (from what I've heard).
I don't have these, but have used M-Audio speakers in the past.

$120 - Used to have these at my old job.
At home I just hook my computer up to home theater.

altec lansing atp3 at home
and
harman kardon 395 at the office
both were around 40 bucks, have lastest years, sound great, plenty of bass.

Laptop audio question: When my music is playing I have no issues...when there is no music playing I get an electronic hum...how does one overcome this.

I purchased a Roland UA-1 EX a few years ago that solved the audio noise issues coming some laptops. It re-routes your audio output around noisy internal parts, and out through the USB port. Solved many issues and offered more flexibility. It has since been superseded by more expensive ones now, like UA-1A, UA-1G, etc.

creative gigaworks t20 (series 2)
i wanted a 2.0 speaker system, but the bass on them is incredible.
If you wanted to spend more, the Acoustic Energy Aego M 2.1 Speaker System is ridiculous value (£120) and beats speaker systems that cost twice that.
