what do you guys charge for travel time if working overseas? Full rate?

If you're freelancing, my advice would be include something to the effect of 'travel expenses, including - but not limited to - transport, accommodation, per diem expenses, etc, will be arranged by the Client, at the Client's expense' in your contract with the client. It's not reasonable for them to expect you to pay out-of-pocket to go overseas to work for them.
Failing that - if you've got the coin to throw down on the trip - include it in your fee when you invoice them, like bjladams says.
- Also, why wouldn't you charge your full fee whilst abroad? If they want you there, they understand it's the cost of doing business.Continuity

i thought it was time traveling! fuck this!

let me clarify... I'm asking if I should charge my full rate for the time I spend in transit... I'll loose two days to purely travel, where I'll get no actual work done... would you charge them a full day rate for those two days?

Aaaaaah. Hmmm. I'd say yes, because you're committing your time to them, at the exclusion of a) other clients, b) your personal life.
Bill 'em!

- That's just my take on it, though.Continuity

I didn't know the CIA let you charge for travel...don't they send a jet or something?

Walk 20 miles.
Drive 20 miles.
The difference?
Boom. Time travel.

i would work it into your rate, not explicitly call it out as billed travelled time.

really depends on the client and the budget.
when i charge lower rates (BTW, i'm not in design business) then travel days are at full day rate, but when i get higher rate then at half of the day rate.

Half day rate + expenses.

Are you competing with somebody local to the client?
- don't charge too much, talk to them about it, etc....Do they really want you, just for your style/talent?
- do charge actual expenses + what @pr2 says
